I've been getting a sixth starting pitcher in each of my minor league levels. My staff has only five starters and none for spot starters, but each time after the fifth starter pitches, it starts one of my relievers. Is there something I could do to fix this, or is this happening to anyone else? Any kind of help would be appreciated

Yes. My pitching staff is set up for all three levels. I don't have anybody set up in the spot starter position either.
