Question regarding moving players from one league to another

From what I have read and have been told it is my understanding that there can be only trades and FA signings between leagues (for example the MLB and a Mexican League) and that players can not be used in other leagues to be "polished". And that players from other leagues can not enter another main leagues draft (mexican players going into the MLB draft for example). So, having said that I have a plan to do this manually. So if one of the beta testers could please help out I would like to know if this would be possible (I think it is in OOTP6.5).

I plan on creating one main league. It will be a revised/fictional MLB based league with the minors attached like in real life. Then I plan on creating a 16 team world league. This world league will be ran much differently than the MLB and in fact I do not plan to control any of the teams in that league (the world league). Since I do not like the option to trade the players or sign FA (and vice-versa) from my MLB league to the World League I wanted to take a different approach. So first of all I need this question answered; Can we turn the option off to trade players and sign FA's from league to league?

If that is the case then I plan on taking the top 20 players or so from my world league and then maunally put them into the MLB draft (or FA list). I will create some rules for this. So my question is this then; Will I be able to create players (which will mirror the top 20 players from the world league) and put them into the MLB draft or list?

Even easier so I do not have to do the above (create them all manually), will I have the option to just move the player from my world league over to my MLB league and put them into the MLB draft or FA list? If so, how will this portion work? How will the movement of the player from one league to another work? Do I just force the move from my world league into my MLB draft or FA list? If I can do the above then it will be much easier to do rather than creating each of the top 20 players from the world league and then putting them into the MLB draft or FA list.

I would greatly appreciate any info on this as I would then start on some rules, ect.

This may help you, I asked if it was possible along with an MLB set up to make a college and high school league for a draft class, the answer I got at the time was you wouldn't be able to do that. However my way of getting round this was to put a list out of the players who would be in the draft, let GM's draft those players then dump the drafted players into the free agent pool and sign them to the teams that had drafted them thats possible if I'm correct in what I've been told.

Thanks for the reply. I'd hope that a beta tester would be able to answer this since they've been able to test/play the game. Having said that I hope Markus can clear the NDA on this one so that we can all know how and what to do when the game comes out.
