I am looking to be a Co Commish with a knowledable individual who knows his way in and out of OOTP. I am willing to learn and then take the entire league over.

A suggestion...try going into a league as an owner first and volunteer to help the commissioner and/or other league officers with things like the website. Be active with your team and other owners. Watch how they do things and take your time getting to know them and the rest of the league. Once you do that, you'll find it's a lot easier to either run your own league or help take over the league.
