I just go to www.baseball-reference.com and put the order together myself based on last season's standings. Don't know anywhere that has the actual list. One would think MLB.com might.

Thanks to google I found an "official" list on MLB's website (thanks sixfour for your list anyways, it's the same except for ties). I guess it's best for OOTP purposes to ignore the free agent compensation and set your picks according to the original draft order.
