which program to use for new skin ?

which program do you guys use for making a new skin. I use Adobe and I find it quite difficult. Any ideas ?

Well as sorry as this sounds I made my Modern MLB Skin, Ballpark Skin, and LSU Skin all with Paint. It was a pain in the butt but I did my best. Paint Shop Pro 8.0 isn't too bad though.
