You can unlicense the game before you format. If you are unable unlicense before a format or have your harddrive fail you can contact e-license and they'll give you another license to use. They usually respond fairly quickly.

The guys are good with the licenses. When I was new to OOTP, I had to reformat my HD, and didn't unlicense first. After being directed to the correct people, they fixed me up really quickly.

Stupid question alert: Is the reason for the two licenses so that we can put it on our two computers (assuming we have two)? I figured you could but never did so, because I never knew if it were legal.

I didn't know if you got two in case you got stupid once like I did.

Will there ever be an opportunity to purchase an extra license at a discount? I would love to have a third license with the game in order to put the game on my desktop, laptop, and work PC. Is this a possiblity?

The concept of a license is that it be used only by the person who purchased it. Two licenses will allow you to put it on two computers - as long as you are the only user. Unfortunately, some will use this generous offer to bypass legalities - thus I seriously doubt OOTP will return to 3 licenses.

Probably because there smart enough to know that many people using this game have two computers like a notebook and a desktop, and it's a nice courtesy for such consumers to be able to use the game legally on both computers.

I paid for OOTP5 twice so I can play it on my desktop at work, desktop at home and my laptop.

I already prepaid OOTP6, but don't think I'll be paying twice this time. 3 licenses would be ideal for me.

I bought 2 OOTP4's as well, but did it for a friend in one of my leagues that lives in Australia.
