If I set up a league where some of the teams have an annual salary of 80mil plus and I set the salary cap at say 70mil, do the teams over the limit attempt to get under it? If so, when and how? If not, how does it work?

If you are going to have a draft it is better to wait and set the cap AFTER the draft to see how the league finances shake-down.
