IBO?

Just curious why the the IBO was added as one of the titles for the men? For good or bad, the WBA, WBC & then IBF are the big 3. I think recently the WBO receives some respect of late because their title bouts are shown on TV. Do you think the IBO is the 5th most recognized title? I'm just asking because I'm not sure if the IBO champ is "better" on average than the IBA, IBC or WBU belt.
