scouting reports

One of my aces is now getting a bad scouting report after a two years with 18 + wins each year. Alos noticing this happening on prospects. What am I doing wrong? Is this my scout ability?

Either your scout got replaced, or your player is, in fact, getting worse. Scouting reports are based on talents and ratings - not past performance.
