purchasing OOTP4

I have two owners in my online league that are going to buy the game but have yet to do so. One is related to me and the other is a close friend. Can I complete the transaction for them and then use the license number to help them install? They are slightly technologically challenged.

Sure, but I don't know if you can have more than one "different" licensed copies on the same machine(if that is going to be an issue or not). You can handle the transaction then assist them in any way, if you have a problem of the above nature, unlicense the other and that should not be a problem. Let me know if you need any help.

how do I go about having it go through the purchase again?

I installed the game on another drive altogether and started it up and it never asked for purchase, license info etc.

I thought you might have to unlicense the other game first, just keep your order ID to re-license it after you make the purchases. Don't worry, you won't lose anything by unlicensing it.

When I go to fill out the purchase screens, I put the name of the guy I'm buying for in with my address (required for credit card) and his email, does that sound correct?

I would put your name in the purchase area, then on the second address line(normally left blank) put the name of the person it is being purchased for. CC and his name probably wouldn't work.
