DL'ing new patch

I downloaded the new patch from the OOTP4 home page and unzipped it in my OOTP4 folder. I went into my game and noticed that I was back in day one of my free agent signings period. I should be on day 13.....not day one. However, it retained all the players that were signed in days 1-12 okay. Is this a bug from the new update ?
I noticed that there was also a new OOTP4 setup.exe file. I downloaded that zipped file but decided not to unzip it. Am I suppose to use the OOTP4.exe new file in conjunction with the new 4c patch ? And where do i unzip it from ? My c drive and not in the OOTP4 folder ? I had previously DL the 1st OOTP4c patch then received the OOTP4 newsletter....thinking that this is a newer version.....it is correct ? Please advise.

If you have downloaded the OOTP4c patch more recently than the afternoon of April 3 then you have the most recent patch.

All you need to do is Download the File and Extract it to your OOTP4 directory. Hit yes and overwrite the files as prompted. The patch is simply a new executable with the new changes.

The new setup program does not need to be run, unless you are doing a new install.

Edit - For your Free Agents signing issue, I think this is just an artifact of the point when you decided to upgrade the patch... not necessarily a bug.
