Historical Draft?

I'm doing the TB challenge using the Lahman database. I imported the draft class for 1999...and it was only 4 freaking guys. Whats the story?

I think there are 2 options when importing rookies, one where you do it in their debut year, and another one. I can't help any more than that, but maybe this will inspire someone who can.
