Scout Ratings and Sept 1

I have been talking to myself over in the OOTP Mods forum. http://www.400softwarestudios.com/bo...threadid=38765 But I thought if this really is an OOTP bug, it should go here.

Our league has Scouts OFF. When we got Joe's new Exporter (which added a distinction between Actual Ratings and Scout Ratings), we saw a huge Development Report for the sim that ended Sept 1. For those players, the stats the Exporter shows as Actual are not the stats that OOTP shows.

You can go over to that thread for details, but basically I think that OOTP always shows Scout view, even when Scouts are turned off. The numbers are always the same, so no big deal usually. However, when the Scouts are off on Sept 1, a bug makes it update certain players' ratings anyway. Now they don't match for just those players. The Development Report for the week after that is perfectly fine.
