Can't Add Players to ST Roster - "Active Roster Full"

Never had this issue before but I can't seem to add players to my spring training roster even when I'm only at 28 of 60 players. Just keeps saying Active Roster is Full. Happens when I drag and drop players from the minor league team to the ST roster in organization overview and when I go to a minor league player and select promote to (major league team).

Not sure if something changed or something broke on my end.

Found the issue!

Because I had too many players in the minor leagues, the AI dfa'd the extra players in my minor leagues once pre-season or spring training started. Those players count against my active roster limit for some reason. And because there is no 40-man roster yet, there is no tab for players designated for assignment. I can only see these players in the transaction history or when I go to roster>entire organization and filter only dfa'd players.

DFA list should be available in the organization overview.

And wow, 12 affiliates?

He's in 1949 using real minors, not too uncommon during the post WWII boom.

Not if the 40-man roster rule is disabled. That also disables the option to designate a player for assignment and removes that list from the overview.

Even with that disabled, the AI will still designate players for assignment when there are too many players on the minor league rosters. The work around I found for that is to make an "is DFA" filter for the organization roster screen to recreate the list.

I'm doing a historical replay and just going with the rule changes that OOTP has for each year. I don't think OOTP turns on the 40-man, DFA, and the Rule 5 draft until 1968 when roster expansion becomes a thing if I'm not mistaken. Even though they should probably turn on earlier...
