I'll just throw out a few ideas that come to mind. Maybe you've thought of all of them and they won't make a difference?
So it doesn't do this in another save? If it only happens in one save it suggests a league file problem, though there could be other causes. If it only happens in this one save to you have a backup you can roll back to and see it the problem is there? Is it a trade intensive time of year? IE late July? Did you let the game sit and give it time to respond? How long? It's been many versions ago when I had a "not responding" problem. At that time I tried walking away from my computer and coming back after 5-10 minutes. The result was OOTP had sorted through whatever calculations it was doing. Worth trying if you haven't already. I have plenty of RAM and disk space running a desktop. I don't have much running in the background, only whatever win11 and my system does by default. Nothing extra at all. You haven't mentioned your setup. I'm no expert at troubleshooting as I have rarely had issues with OOTP while being a user since v4(2002). Hopefully others come into the thread with ideas. Perhaps a bit more information on your situation and system will give them more to work with.
