Offseason Free Agent contract issue

I think I may have seen another post regarding this, but I couldn't locate it at the moment. I am in the offseason, July 1st and having an issue offering contracts to Free Agents. I offered 2 of my current players extensions to their contracts to start next season, totaling 9.5 million, in the Free Agent Centre it is counting that money against what I can offer for the upcoming season, so I can't offer Free Agents contracts for the upcoming season, even though I actually have money available for it. This issue does clear up when I advance to the next day, but I don't recall this being an issue in 11 and I got burned by this last year, I was a few days later into the offseason when I offered an extension and then found a Free Agent I wanted to sign, but it didn't think I had the money and when I advanced to the next day, he was signed somewhere else.
