Discrepancy between budget + available money

Hello, I am in the DEL and I noticed that some math for my budget isn't adding up.

I have a Budget of 3,065,237 and a Player Payroll of 2,491,907, and 0 in Offered Contracts, but my Money for FAs is 68,330.

I had read some posts about bugs involving players that were in negotiation but chose another team leaving their "offered" value as a deduction to the Money for FAs field, and that might be what's going on here although I am not positive.

Is there any way via Commissioner mode or savefile editing to reset this floating "offered" contract amount or otherwise reset the calculation so that I have the correct amount of money available? I could just edit my budget but I would rather keep the game pure if possible.

I did some reloading and retesting and it seems that I am experiencing this exact bug:

I'm also seeing a bug where players are coming back to me during contract negotiation to let me know that another team has made them a better offer, except that team is me.
