Is this due to updated scouting?

If I have a 4 Star in preseason, then at the AS break, he's down to 3. Is that due to struggling and/or re-scouting?

My understanding is overall rating is based on a combination of scouts, current year performance, prior year performance, and prior prior year performance. There’s actually a place in the settings where you can configure the weights.

Yeah, but I didn't realize it would change mid-season.

If you are referring to the Player Evaluation AI Settings, it does not impact ratings of players, it controls how the game's AI evaluates players. There's been many threads on this topic over years.

The star system is just a visual way of displaying a player's overall and potential ratings (you can also use the 20-80 scale for this). These ratings can change during a season for a number of reasons. Check your scouting reports for more details.
