International Amateur FA Cap

Is there a way to adjust this for every team in the league? Every team has a 4m budget. I’m assuming teams can and will go over if they need to? If so I don’t need to change it. I was just curious if there was a setting. I have not come across it.

You can set both cap and hard/soft cap in league settings under players.
