Goals/game bug has me softlocked

Posted this to Steam, but when I went to change the salary cap on July 1st, the game had set the goals/game to 20, and every time I change it it sets it back to 20 after I hit save.

What's even weirder is when I quick sim games it crashes, makes sense if it's trying to put 20+ goals through all at once, but when I long sim, it's just an endless barrage of penalties and none of them make sense. I was playing Buffalo going up against Chicago. Owen Power took a 5 minute fighting penalty a 0:07 in the first, but for some reason also got called for a tripping penalty at 0:23 which makes 0 sense. When Power got a tripping penalty at 0:23, so did Korchinski, when someone would get a high stick at 0:34, so would a player on the opposing team. The first period ended with both teams receiving over 1000 penalty minutes each, over 300 faceoffs taken, and 0 shots on net, crashed about 5 minutes into the second.

What the hell is going on and how can I fix this?
