College hockey Verbal Commitments day

Couple of questions:

I have a really good scouting set up (good coverage and investment) but very, very few players have been scouted at all.

Secondly, some of the players listed are playing in the CHL major junior leagues. I know the rule in real life has just changed, but in the game, am I right in saying a player who has or is playing for a CHL team is ineligible for NCAA? If so, why are they appearing in the lists of available players??
