Would like customizable Rule V drafting

Rule V drafts are great for historical leagues with minors.

However, is there a way to customize the "years played" before a player is eligible for the Rule V draft. I think it is currently set to 4 professional years, and 5 for players drafted before age 18? (I think)

I would like to use a Rule V draft idea for fictional leagues where the draft is used to be more liberal about allowing unprotected players to be drafted.

For example, the most extreme example would be setting the years to 0 (instead of 4) allowing any unprotected player to be taken in the Rule V draft.

edit: what I currently have to do to simulate this is do a mass edit on the rookie class to increase their professional years. It works, but it's a bit of work.
