Mestis (Finnish 2nd Division) Question: Players poached by other teams

I'm managing a team in the second tier of Finnish hockey, and every summer players contracted on my team are signed away from my team by other teams, usually in Liiga (the tier above). I understand that if I sign a player who is an un-signed RFA with NHL rights that his NHL team is likely to sign him over the summer, but I'm talking about guys with no NHL rights and going to other teams in Finland/Europe.

Is this a thing? I tried signing a guy from the 3rd tier and I had to make a transfer offer. Why can other teams just sign my contracted players away without trading/transferring?
