Player gets two minor penalties in 5 seconds, no PPG

In one of my games, I had a player get two penalties in five seconds but there was no intervening power play goal.

Also in the same game, I went 7 for 4 on the power play but there were no major penalties. In one period I had four PPGs but there was just one minor penalty.

It looks like the two things may be related - somehow that second fighting major left the power play status stuck on for the remainder of the game, even after Svoboda returned (his icetime is normal, so he was definitely playing after that.) The likely culprit is something in the altercation code that allowed a player who was already in the penalty box to be selected for another fight, but I can't see anything in the design that would allow that. We'll have to take a closer look at the code.
