How to Turn on Red Stars?

I saw it mentioned that a Red Star will give more fidelity to the regular star ratings. But I do not see how to turn them on or off?

Can this be used if using the 20-80 scale?
Or would this essentially be the equivalent to setting it so players can exceed the 80 scale.

In the 20-80 scale, it will show players as 1/5/10/15 overalls with show < min enabled.
