Adding names to the pool of a specific country

Hello!

I run an online league where one of the fun things we do is allow people to "build" nations via a process involving the WBC and player nationality generation %.

The long story short of it is that someone has started to build Scotland, which is fine, but we've found that Scotland's name pool is hilariously shallow, to the point where one of our high school feeder teams based in Scotland has SEVEN players named Callum MacDonald that genned within 2 years of each other.

So, in an effort to try to broaden names, I've tried to do research on how to change the name pool, because from my understanding, it is possible, but I'm wondering if its possible to add to the name pool for a specific country, and if so, how. Any help would be greatly appreciated. Thank you so much!
