ECHL teams can now dress 20 players

The game still has the ECHL with 18 players dressed. It actually went to 19 in 2022 and 20 this season.

Oops, I'll get that updated. Looks like they allow 21 on the roster for the first month of the season as well; I think I'll set that as the year-long roster limit, otherwise we may get the AI doing some odd things with the dressed limit and roster sizes both being at 20.
