Withdraw offers not working online league

We have an online league and many people are complaining now that the windraw offer isn't working. The contracts show back up after we import their exports and move the sim forward a day.
The players do seem to reject the offers as they put their status as Wants more $.
This is with the 25.11.100

Internally it is handled correctly, but yes, players will still show on the list when an offer is withdrawn.
