International Free Agent Arbitration/Second Contracts

I've noticed this a few times in saves, especially in the current version of OOTP, and was just thinking about it again because someone had posted this on reddit. I don't think it's been mentioned yet in the bugs forum as far as I can tell.

There are a few comments in the thread that I think adequately diagnose the issue, which is essentially that the game is struggling to compute reasonable contract demands for international free agents who pass through arbitration. Essentially, because they already sign bigger contracts relative to an average player who would in their first few seasons get league minimum and then go into arbitration, the ceiling for their second contract can then wind up being upwards of 2 or 3 times that of a normal superstar salary. In this case, the salary balloons up over $100 million, and I've regularly seen CPU teams give out these contracts in these situations if they have the budget to do so.
