Minor League Trades
If the minor leagues are handled by AI, are they able to make trades? If so, is there a setting to block this, other than making a player untouchable?

Generally minor leagues don't makes trades, the parent club does.

I'm not sure how it would work if your teams aren't affiliated with a major league team but I'd like to assume they would act like a normal team and be able to make trades.
