Add new MLB rules into OOTP 26

1. Have an option to limit the number of times the pitcher can throw to first base without committing a balk. And give the user the choice to not just limit it to the real MLB rules of two times- the user can choose three times... up to something like six times.
2. Have an option to use larger bases.
3. I think someone else has mentioned this, but I will reiterate it. Right now the ghost runner can be on, off, or in spring games only. Increase the options to only use the ghost runner after 10 innings... up to something like 14 innings. And have the option of starting the ghost runner at first base instead of second base.
