Player development

I'm trying to utilize the player development feature in OOTP25, which I didn't see in OOTP22, to maximize my prospects
But when I go to development on my screen I just get almost a blank screen. I have attached a photo as an example.
Obviously I missed a step. What do I have to do to make all of this work?

I believe that the new development stuff might be disabled by default in historic games (assuming that's your setup). You should be able to enable it under the global setting.

I think you need the ability to set Player Strategies to put them in the development lab. But also, you can create individual strategies for each player. You have a relief pitcher who can hit decently and serve as an emergency pinch-hitter? Set his strategy to be a two-way player and voila, he'll be considered. You want a certain guy to always bat leadoff? Never be pinch-hit for? set his strategy.

There are 4 historical wizards. The first two wizards: Default and Replay, will not have anything for any kind of development. They are both recalc modes which means, end of each season players get recalculated based on their REAL LIFE stats.

Using Career mode makes use of the WHOLE development system and same with Random Debut mode BUT if you want to play historic, with real teams, historical rookies and a draft, and be able to trade, sign free agents, then you want to play career mode and then you will have the Dev lab but it is named Practice Facility and you will also have the player development sliders.

No, the player dev sliders are not in the strategy section, its in the developments tab on the players profile but you can not be in replay mode or default mode from the historical game setup wizard. Need to choose Career mode.

I had a quick question about the new Player Development sliders:

When adjusting the slider to change development focus, does it just allow a player to reach his max potential quicker, or can/will it also allow increase(s) to max potential?
