Keeping 3-Man Rotation in Custom League

Good day!

I have a fictional custom league that I am doing a 100 game schedule for teams. I would like to keep the league evolving as far as stat progression and more/less pitching & hitting. But with this I know that my league will naturally evolve to a 5 man rotation.

Is the best way to counter this to go when the preseason starts and adjust the evolving league strategy to be 3-man from 5-man? Is that when the league will update?

Thanks for any tips or advice on keeping this setting in place.

Yes. First day of preseason just change rotation size to 3, and that will be the rotation size for the upcoming season.
