AI Teams not signing high rated free agents

After simming through the preseason and getting a week into the regular season, I'm seeing that highly rated free agents are just sitting in free agency. For example, Blake Snell (70 ovr) and Jordan Montgomery (62 ovr) are without jobs, even though their asking prices are significantly lower than the $31 mil per year contract that Snell just signed in real life.


To be fair, I'm not sure if this is due to AI teams not giving offers to these players, or if it's due to the players refusing to sign offers, but something is definitely odd.

In my runs, they have both signed.

Yeah, given this is how it's actually playing out in reality, I'm not sure there's a problem here. They'll both sign in the game before too far into the year.
