What Am I Doing Wrong? Draft Ratings

I have a very good scout and I spend 25% on amateur scouting. But the last two drafts that I've done, the highest ranked person was 2.5 stars. There is something in this game that is different than previous ones, what is it?

We need more info. What league, what year, what settings? Otherwise it is impossible to tell.

I created a standard MLB league from the main menu starting in the current year, 2024. I changed a couple of minor settings but didn't adjust anything related to the draft or scouting. I have challenge mode on so I can't go into edit mode and look at their ratings. I can submit a bug report, I just wanted to see if anyone had any thoughts.

The first 3 or 4 seasons use real player draft classes, and they have low ratings. You have to edit them to get decent prospect ratings. Once you progress a few seasons you'll get fictional draft classes which are way better. I usually google the top 30 prospects for the draft class and edit them so I have a few 5 and 4 star prospects. With 100% accurate scouting there isn't a pitching prospect in the 2024 class above 2.5 stars. The 2025 class is even worse. It takes some extra time, but its only for a few seasons.
