How Do You Decide on Which Teams Should Move in OOTP?

With Oakland moving to LV and how poor their attendance was in 2023, I started to look at various teams in my main league that could or should move and I just don't see any. While a few teams I listed drew really well a decade ago, none of them are drawing that poorly, even if their records have been terrible.

Madison is basically Salt Lake city
Pontiac is Atlanta
Springfield is Denver, though not in elevation.

Oakland, not listed is fighting for the AL West.
Rays moved in Ybor City Stadium in 2036.

I don't move any teams in my leagues. I think the only way I would move a team is if they were really, really poor in attendance over several decades, to the point where a reset is necessary for the entire franchise.
