Any way to add expansion teams to non-editable leagues

I just bought for the first time since FHM5 with the idea of adding new teams to the Australian Ice Hockey League and have found out it can't be edited. This is annoying but I'll accept there must be a reason, so my question is whether there's a way just to add new teams to the non-editable leagues (which looks like everything except US, Canada, Russia and Japan).

Most of the leagues you can’t edit have hard coded rules in the sim that don’t allow for edits.

you can set up a custom game, import the league (Australian Ice Hockey League) you´d like to expand.
Then on 1st of July you can add teams, change rules, ...
