Expansion teams with only 12-13 players

I’m trying to expand my fictional league by two teams, I’m expanding from 26 to 28 teams, and each team will protect 22 players, with a limit of 4 to be taken from each team,

I expand right after the season ends, go through the expansion draft etc etc (AI controlled), the teams will only start the season with 12-13 players, and play the whole season like that, it will have one true fielder/hitter, and the rest of the positions will be filled with pitchers. The teams will always go 5-157. This is using 24. I’ve expanded this league many times and have never had this issue, although this is the first time expanding in 24.

What am I doing wrong?

Did you follow the exact same steps as in previous versions? Or was something different in 24?

Are the teams set to allow AI roster moves? (In league setup, centre column, near the bottom is an option to Set all Computer Teams to Allow AI Roster Moves)

Do the teams have any money to sign FA's?

Have you tried going to league setup and "Run Computer Manager on all Teams"? (also located centre column in league setup)

Wow, protecting 22 per team is a lot. If you carry active rosters of 24, with 26 teams that's only 78 active roster guys in the draft pool. Less if you take four from a given team. Do you also have the rule barring drafting of players with less than three years MLB time?

How many rounds in the expansion draft? I recall mine having 35-40 rounds, to fill out a full roster for the expansion teams.
