Why are some teams not hiring Minor League personnel?

I have a four league promotion/relegation game. I just noticed that several teams in my lower three leagues have vacancies at every spot in the minors for personnel. There are plenty of mL free agent personnel out there. The settings appear the same for each team, and Prevent AI changes is unchecked everywhere.

What's weirder is that in those leagues, one or two teams DO have full slates of personnel, and the thing they all have in common is that they've spent some time in the top league - however, not every team that's spent time there has minor league personnel signed. So, I have no idea what I'm missing here - any ideas?

My first thought is either budget or some situation where the in-game personnel all think they are too good for the jobs. Try creating 10 lowest level staff members that wouldn't hold out and would be cheap. Just to see if that's it.
