Minor League Managers Not Doing Anything

I initially thought the only issue was Minor League managers to moving injured players to the injured list, but it turns out they aren't doing anything at all. They don't set lineups, depth charts, nothing. This the 43rd season in this sim, and haven't had this issue before in this sim. I did experience this issue during release, but it was resolved shortly after so I assumed there was a patch that addressed it. Another issue that started at the same time is international showcase and signing period disappear from the calendar. It's there until the calendar gets close to the event and then it disappears, so if I'm not careful the game will sim past both events without stopping.

The only thing that I changed in-game was expand the league by 2 teams, update the league structure by adding a division to each league, and generate a new schedule as recommended in-game. Both issues started as soon as I did that.

I have verified the lineups/depth charts setting is set to minor league managers. I tried toggling it off, sim a day, toggle it on. No change.

The other cpu controlled expansion team does not have this issue with their minor league system.

Fixed it with this setting. Expanding the league must of triggered not allowing AI roster changes, which was overriding the manager setting for managers to handle minor league lineups/staff/etc
