"Percentage of random nationality" does not work for international amateurs

When choosing percentages of the nationalities for players that appear as IAFAs in the settings under the Players tab, the field for "percentage of random nationality" does not work properly. The game will only generate players belonging to nations that are checked off, and will not include any players outside of this regardless of the percentage you picked for this option. When I don't check any nations and make it 100% random nationality, the game only generates American players, every single one is American.

I think we'd probably need to see a copy of your save and what the specific settings are here in order to be able to check this out.

I did some more investigating - I was attempting to do this with a league where the region was set to INTERNATIONAL - WORLD (ALL NATIONS) so it seems that it has something to do with the region settings, I guess the game avoids generating random international players within the league region. However, this only happens when there is also a first year player draft - if there is no normal draft, then the random player generation works as normal. I've confirmed this with multiple saves. Don't know why this is. Should I still send league files?
