Using reliever as starter to gain experience

Has anyone used a future reliever as a starter in the minors hoping the guy would be able to accelerate his development? Kinda frustrating having a guy used as a closer on a 12-34 team at A ball with just 15 innings of work when I could get him 3-4 innings with a start.

Any pitcher that has any stamina above 30ish or can throw at least 3 pitches
I force into a starter if possible.
I figure ya never know.

Pitchers who only throw 2 pitches will not make good starters.

Yeah, if you set their max pitch count to like... 40ish, it should work. They'll get 2-3 innings 25-28 times.

If this is historical with recalc on, forget it.

If its historical with dev and no recalc, maybe.

If its fictional have at it.
