Setting team strategies

In setting team strategies is it best to teach one way throughout your minor league system or allow minor league managers to manage the way they normally would?

I tried this in a previous version and found any player development benefit to be negligible.

In terms of drafting it turned out to be a disadvantage. Instead of acquiring the best players available I was going for the best fit in my system. So my talent pool was artificially smaller.
