Trying to understand how Handle Aging/Development works

For my major league roster, would Handle Aging/Development rating for both my manager and bench coach factor into aging/development of my players? Or just the manager? What about the role of the pitching coach or hitting coach? Do they contribute to Handle Aging if they do have good ratings in Handle Aging?
