Can someone interpret this for me?

What does the 18 through 22 indicate? It's not where they finished in the league since they finished 1st a few times.

I'm afraid I don't have an answer for you, though I find it interesting that the values don't appear to be integer (or even integer +-.05), since the points fall basically anywhere between the two surrounding numbers.
