Spring training starting rotation not being followed

Started season 2 of my MLB 2022 league and noticed something I haven't seen happen before in OOTP:

35 pitchers in camp for spring training, with a strict order 6-man rotation, and after 3 cycles through the rotation all of the pitchers have been skipped at least once, some twice.

There are no injuries, and with the 6-man rotation nobody is ever tired when it's their day. As I said, never seen this happen before, so it's possibly a bug.

Seeing exactly the same thing for spring training before the start of season 3.

6-man strict order rotation, no injured or tired starters. Seems to be hit and miss whether the scheduled starter is adhered to, or it picks a reliever at random to start. If the starter doesn't take part their turn is skipped and it moves to the next starter.
