Graphics card maxed during pack opening

I'm experiencing the same unhappy graphics card whine during the Card Opening screen in OOTP23 as I do in OOTP22. I still have my Radeon RX 5500 XT card (Windows 10). As before, HWiNFO64 shows a constant 99% GPU Utilization.

Try to set an FPS limit in the settings:
