Ballpark Factors

Sorry if this is a dumb question. I've searched the forums and can't find an answer to it so I figure I would ask here. Do Ballpark Factors change over time? Maybe it's my lack of sleep, but looking at the factors currently for my stadium, a few seem to be above 1 where when the league started 5 seasons ago I could swear they were below that. Again, sorry if it's something I should know, any help would be greatly appreciated. Thanks for your time.
