When I participated in a similar competition, I used Microsoft Visual Studio 2017 to develop the application. At that time, I came in second place among the contestants. The jury members praised my project and approved the use of this program in their work. The biggest plus for me is using different programming languages and creating complex projects. It is easiest for me to work in the 2017 version. The most important thing is to buy the official version of the program, which is protected from viruses and pirate updates.
