Feeder Leagues

I play a format I'm sure no one else does with a 120 team global league, but have ran into my second head scratcher regarding this now.

While going through my yearly drafts I noticed a decline in High School players one year and thought maybe it's due to the overwhelming number of teams within my league, but now it's gotten to the point where High School players are unicorns and I can count them on my finger individually. 4 is this years eye whopping total.

I guess my question is do Feeder leagues reset talent pools and if so why am i dealing with this issue with 20 HS feeder leagues, 20 juco feeder leagues and 20 college feeder leagues?
